| Function | The Quality, Complaints and Regulation (QCR) branch operates independently of any program, funding or policy stream within the Community Services Directorate. It provides services incorporating: • the Office of the Human Services Registrar providing risk-responsive regulation of service providers under ACT Legislation, currently: o community housing providers, as part of the National Regulatory System for Community Housing; o specialist disability service providers; o community care and protection service providers; • development of sector capacity to run well-governed, financially viable organisations delivering quality services; • receiving and monitoring mandatory notifications of critical incidents and complaints about providers; • investigation and escalation point for third level and/or complex complaints, in addition to providing an internal review function for the Directorate; • support for the Disability Official Visitors and progressing their reports to the Minister; • secretariat support to the Children and Young People Death Review and the Child and Youth Protection Quality Assurance and Improvement Committees; • development of a Senior Practitioner for the Reduction and Elimination of Restrictive Practices; • provision of relevant policy advice for the Directorate; and • representation of the Directorate on matters relating to quality and safeguards for people with disability and other vulnerable people, regulatory practice, operational and further policy. |
